1.) Exercise powers for efficient Local Government and those which are essential to the promotion of the general welfare.

II. Objectives

1. To deliver basic services and mobilizations in obtaining the needs of Allacapeños;
2. To enhance the right of the people to a balance ecology;
3. To educate the community on proper nutrition and sanitation;
4. To maintain peacefully and orderly community towards harmonious relationship;
5. To give support and assistance to barangays;
6. To promote full employment among residents;
7. To promote public morals;
8. To prepare the comfort and convenience of the people;
9. To encourage and support the development of appropriate and self-reliant and technological capabilities.
