I. Functional Statement
1.) Assist and advise the Mayor in the formulation and execution of policies concerning personnel management in accordance with CSC rules and laws, plan and implement comprehensive and balanced personnel career development and relevant training programs, establish and administer a sound recruitment and selection system with the organization provide assistance in various personnel management problems, employees welfare and retirement benefits, establish and administer a continuing employee suggestions, incentives and awards system for improvement of employees performance and productivity maintain a complete and up-to-date personnel information system, establishes an effective liaison with CSC, DBM, GSIS and other agencies, assist different personnel bodies in carrying out their functions.
1.) To support the programs of the Municipal Government of Allacapan by hiring and maintaining high performing individuals.
2.) To promote transparency and accountability in the delivery of services.
3.) To practice high standard of ethics and customer service.
4.) To provide capacity building activities to employees where knowledge and skills are needed.
5.) To conduct a continuing study and recommend measures for the betterment of public service delivery.
